Where do i find Suicune?

ive seen him twice and he ran away, I was told he is in Route 25, but i checked the map and cant find Route 25? does anyone know where he is

    you are probably still in johto, and route 25 is in kanto :)

    you have to chase him all over the regions before you can battle

    also, to get to kanto, you need to beat the elite four
