It is still too early in the pre-season to determine anything much.
In actuality there has been way too many surprises, with David Silva's move to Man City being a really good example.
Still I think it is fair to assume Gerrard will be staying in Liverpool. If he didn't move in 2005 when Chelsea were chasing him, then there is no way he is moving this time.
Besides he is too old. Chelsea will have the financial muscle to get someone younger, like Mezut Ozil or even Bastian Schwensteiger despite their declaration that they will not be moving.

He's currently at Liverpool and hasn't made any statements about joining Chelsea.

We don't want him, Overpriced, overrated, and overaged.
Gerrard is not what he used to be and i'd rather have Lampard at Chelsea any day then have Gerrard.
