Car acceleration and misfiring when wet problems!?!?!??!?!?

I have a Volkswagen Jetta 2003 2.0 and every time it rains, the car misfires like crazy or it will try to start up, shake violently, and then turn off. It recently has had a tune up, with all spark plugs and wires replaced. Also, the Volkswagen dealership fixed an electrical problem for free that apparently Jettas are known for getting problems with.

Also, the acceleration on the car is really slow. I have to revv the engine up really high just from stopping at a red light, after the car picks up momentum, the RPMs drop down to normal again and the car slightly bucks forward. Almost like it's "breaking free" or as if I had a manual transmission instead of an automatic.

Sometimes when the car is going up hill, and the RPMs are high and I try stepping on the throttle a little more, the RPMs will shoot REALLY high and the car will not move forward. It goes back to normal again when it feels as though the car is "catching" something in order to get that boost of acceleration

Could both of these problems be related or would they be separate issues? The car has around 100,000 miles on it.
