european stolen vehicles blacklist?

is there an european union wide blacklist for stolen vehicles? specifically i had my scooter stolen

i would like to have its vehicle identification number in some blacklist so when someone buys it from the thieves and goes to register it i get the scooter back. unfortunately here in estonia they do not register scooters with 50cc or less engines.

i did report this to the police but they are likely to find it only when they uncover some hoard of stolen goods or smth like that

Update:

you cant quite just walk of with a scooter, + it was chained to a metal post and wheel locked, my guess is they came with a van, cut the cable lock with a 'golden key' and lifted the scooter(100kg) to the van. sure its not very expencive but they have blacklists even for cellphones, schooter is a bit more expensive than that

    In theory this is a great idea, but in practice it wouldn't happen. Half the dealerships would never bother to check the blacklist. Now if it were integrated with the title/ registration office that would be a totally different thing, but there is no centralized system. Additionally almost all stolen bikes can be easily parted and sold on ebay down to every last part.

    they wouldn't have your moped in a blacklist. a blacklist are only for those expensive toys which are usually rare around a certain spots so they become targets to thieves who work together. your moped class is to low and way off the map for them to care. its a very highly chance someone was just walking by and felt like taking your wheels. hope you find it.
