This is true - time as a provisional licence holder does not count to a NCB with most if not all insurers due to the obvious limited actual time that was spent driving during that period.

As Timbo says, most insurers do not count time spent as a provsional holder towards any ncb they may award. It's a different risk, you see, between being accompanied by an experienced driver and being out on your own.

When you get a renewal notice, it will have on it the number of years no claims you have. Use the second renewal notice, which will say 2 years no claims, as proof. After shopping around and paying her premium, she will have to forward this renewal to her new insurers as proof.
Not sure what you mean by 'registering'. You tell the new insurer how many years you have, and they base their quote on that. Then you send them the proof.

I'd call up the old insurance company and ask them to send a letter stating no claims. You can then send a copy to your new insurer.
