I am new to Linux and have never run into this before what does this mean?

I am trying to install VLC so I can watch some videos .

    looks like your trying to run a .exe file. which won't work without special software. they make Linux versions of VLC.

    go on there site and get the version for your distro: http://www.videolan.org/vlc/

    or if your running Ubuntu or another Debian based distro you can also open a terminal and type: sudo apt-get install vlc

    It's because you are trying to put a windows program on a linux-based operating system... in the case of my Linux distro, Ubuntu, there is a program called wine thay allows you to run windows programs on my operating system, but you have to download it via their software center... there is probably a similar one for whichever linux-based system you have... hope that helps!
