How do people get liscensed to drive a 4-Wheeler on hardball roads?

I saw a man driving a quad "4-Wheeler" on a hardball road. The quad had small plates and rear view mirrors. How does one go about doing that?

    I do know of any State that allows a "quad", meaning an off-road vehicle, to be licensed / registered for street driving. Anyone may drive such a quad just at the other man did, illegally.
