Can a railed vehicle be made both FRA and UIC safety rules compliant?
What would be involved in making sure they are compliant with both? For example, if Canada decided it wants to switch to UIC rules rather than the very FRA like Canadian rules, would CP/CN for example be able to acquire vehicles that are compliant with both? Would there be a lot of design work involved, weight added etc.? Thank you very much, and every answer (that is an actual answer) is helpful, even if it's a straight out yes. Sources would be very helpful, and if you have book recommendations please share them with me.

Canada, USA, and Mexico are interchangeable, and that is not going to change. What are you thinking of -- adding bumpers onto the car ends?

There are many Canadian rail cars in the United States, and US rail cars in Canada. Also Mexico runs Railcars into the US as well. The FRA and Canadian regulations and rulings are compatible for those rolling stock they run over borders, back and forth. I hope this helps.
