The best course of action will depend on a number of factors, including the kind of PC you have (Windows/Mac/Linux) and what security software you have installed (if any).
If you have Windows on your PC:
Shutdown, then start your PC and try again.
Make sure that you have the security updates installed.
Then make sure that your anti virus (AV) and firewall are both up to date and running. Microsoft have basic versions of both that are free, but other free versions are available. Run a virus scan using your anti virus, re-start your PC in safe mode and run again. Also trying one of the free online anti-virus tools like Trend Housecall or Panda Cloud (in "ordinary" mode) is a good idea, regardless of what your own anti-virus finds or doesn't find.
If you can't update or run any AV or firewall on your PC, or your AV finds something but can't delete it, see if you or someone you know with a safe PC can download the F-Secure Bootable Rescue CD (Google it) for you. Burn this to a CD and get your PC to boot this CD.
Then run an anti-spyware program (Spybot SD is OK).
If you are sure that your Windows PC has not got a virus or similar problem then it is probably a browser problem. eBay frequently changes the way their sites function, and this can cause problems with browsers especially if you have any security plugins or if you have "upped" the default security of your browser, and especially if you sensibly don't permit any site to install cookies, but instead you have the setting which lets only sites which you want to be able to leave cookies.
If you restrict cookies, your could check the security setting of your browser, and make sure that your browser accepts cookies for all of the ebay domains (there are quite a few, some which depend on the country you are in - ebay.co.uk, ebaystatic.com, ebayrtm.com).
If all this fails, you will probably just have to use a different browser with a lower security setting just for ebay for a while. I found that eventually the problem went away, presumably because ebay change their login process again so that it stopped causing problems.
Google for more information on any of the above - after days of exchanges with ebay help desk people, I found that the the ebay help was no help at all.
If you have a Mac you probably haven't got this problem (wouldn't like to guess about a Linux PC).

eBay has apparently been having some sign-in problems lately. I've had to go to their website twice each time I want to sign in, and that's very unusual. eBay says they've fixed them now, but if you had the same problem today that I did, then they don't have it fixed yet. Try this and see if you can enter a complaint to them! Click on Contact Us:
