How did Margarito get ranked #1 contender by the WBC?

I read that Margarito was the #1 ranked WBC contender at 154lbs, once I saw that I figured if TR went through the trouble of paying the WBC for that ranking that they planned on making the Pac/Margo fight? Anyone think this might of been set up by Top Rank from the jump? Or not?

    I don't remember his last fight at 154? The rankings of the IBO, WBA, IBF, WBC and the rest of the alphabets are such garbage its better to not even pay attention to them in situations

    Margarito is not the top contender at 154, he just isn't. He had a avg UD win over a less than top level opponent, and the fight before that he was crushed by Sugar Shane.

    He rated that high because somehow that will justify him taking on Manny at 150 pounds....

    Sulaiman can answer this better than any of us. Its good that they were not planning to give a more ridiculous belt like Silver and out of this world title just to have the sanctioning fee. That's an idea of a desperate person since most of the named fighters doesn't want to have anything to do with their belts

    Although I do not agree on what they did I believed the reason for this is the victory of Marga in his last fight and his inactivity of only a year which is not enough to take him out of the ranking.

    By fighting AND beating Robert Garcia for the vacant WBC Jr. Middleweight International Belt. Does he deserve to be #1? Absolutely not. but these sanctioning bodies all have their own agenda and their agenda always follows what makes them the most money.
