Since kidnapping is a federal crime, should states be allowed to enforce laws against it?

Kidnapping isn't constitutionally reserved to the Federal Government so your analogy is flawed. Can the state enforce custom laws on products being brought into the US, no that is a Federal responsibility.

See how that works? The state can pass state laws, prosecute offenders in state courts and punish them in state correction facilities.

States can not usurp powers held exclusively by the Federal Government.

We could go to Phoenix and ask but most of the people have been kidnapped and taken over the border already.

it might be considered "racial profiling" allowing the kidnappers to sue the police. it'd be better if the police just look the other way.
