I don't know who's that guy, but he is a teenager who tried to break into JK's house trying to get fifth part of the book while it was still hand script from her safe. He was caught, of course, and when he was asked in police why did he do it, he said that he simply couldn't wait no longer for new HP book!
On writers insists, he was let from police station just with warning, although he made serious violation.
I don't know how many of us are really ready to break the law for our passion... :)
