VERY good question. My answer based on the Bible is NEVER. Now there is a lot more to this but it doesn't change my answer.

According to the Christ Jesus is the marriage is unlawful the person is free to remarry. Basically if a baptized Christian married an unbaptized individual and the marriage ends in divorce the baptized Christian is free to remarry.

However, if a baptized Christians married another baptized Christian they should not remarry because this would be adultery. Only unless their spouse had died, or His Church granted an annulment, His Church does not recognize the legitimacy of the marriage. Then the individual will be free to get remarried without committing adultery.

Divorce is an offense against marriage. What God has brought together let no man separate.

If they are divorced they are free to remarry they have to still be married for it to be adultery. The point of what Jesus said about divorce is if you divorce your wife for frivolous reasons the divorce is not valid and you are still married and your wife still has conjugal rights.

When they have asked forgiveness and repented of their transgressions before God with Godly Sorrow and a Humble spirit. That is what Grace is about.
