i have a mtd lawn tractor?

i have installed a new deck belt and new deck brake,when i start the lawn tractor the blades slowly start to rotate .and then they turn fast how can i adjust this.

mtd lowes 12.5 hp 38"cut model 95178

Update:

the deck has 2 pulleys and the motor has 2 pulleys one for the transmission and the other one is for the deck.the belt has quiet a bit of slack in it but it still has enough tension to rotate blades i dont see any way to adjust the belt the pulleys are all stationary the only adjustment i see is for the deck i dont mnow if i adjust deck to be up real high would that relieve the tension enough

thanks to everybody for their help.my brake deck brake did not have a cable all it is ,is a piece of flat bar bent with like a rubber or something on it to stop the blades from turning

me and my 8 year old son fixed it with a bolt about 4" long 3 lock washers and 2 flat washers.my floor board has holes punched in it so right above the deck brake i installed the bolt plus washers and nuts to force the deck brake down enough to keep pulleys from turning.and when i lower the deck everything is fine,raise deck and the bolt holds the brake to keep pulleys from rotateing

    Tension on the belt is probably held by a spring, and on some models there's a lever and spring combination.

    You're trying to adjust the wrong thing. Even without the belts being tight , there's enough friction between the belt and the drive pulley to turn the blades ( remember, there's no load on the blades until you start cutting grass). That's why there's a blade brake on the deck. You said you replaced it, There's a cable that connects the brake arm to the clutch arm for the deck drive belt. When you engage the drive belt to turn the blades on, that cable disengages the brake. When you disengage the blades, a spring pulls the brake over against the deck pulley thus stopping it from turning.

    Look to see if the spring is hooked up or maybe it's broken. If you put a new brake on the deck , did you reconnect the cable? Check the cable, is it broken? ( I've got a larger version of your machine and I just broke the cable. of course they didn't have it in stock so I had to tie the brake in the off position so I can mow and of course the blade turns now when I start it). Check the components of the brake system and make sure the brake is locking against the pulley when the blades are disengaged. You should find the problem..

    adjust the belt tension to 1/2 inch deflection!( travel back and forth!)
