You coule use an optimize software to ubinstall the IE, such as My favorite one, Perfect Optimizer, it could uninstall all programs in your compuer, then you could delete the folder of the comptuer and clean up all registry errors, the uninstall it again.
Hopes help you

Hi Buddy,
When you open Internet Explorer 8, click Tools > Manage Add-ons, and then a window will pop up containing a list of Add-ons you have installed for IE 8. Highlight the ones you want to activate by clicking them and then clicking ‘Enable” to turn on the Add-on(s).
In order to disable you add-ons, simply follow these steps:
Click the Start button , click All Programs, click Accessories, click System Tools, and then click Internet Explorer (No Add-ons).
If you're still seeing the error message "Internet Explorer is running with add-ons disabled" after you've tried enabling your add-ons, you could be opening Internet Explorer with a bad desktop shortcut.
If this is the case, you should be able to fix the problem by right clicking on your Internet Explorer icon --> properties
On the Shortcut tab where it says Target: make sure that "C:\Program Files\Internet Explorer\iexplore.exe" is entered.
Click apply and then try opening Internet Explorer again from that icon.
I hope that helps
