If Class C IP addresses use 21 bits for the network and 8 for the host, where did the other 3 bits go?

I read in various sources that a Class C IP address has 21 bits for the network address, and 8 bits for the host address. But IP address have 32 bits. What happened to the other 3 bits?

What am I misunderstanding here?

    it uses 24 bits for network address :)

    Class C was defined with the 3 high-order bits set to 1, 1, and 0, and designating the next 21 bits to number the networks, leaving each network with 256 local addresses.

    The class c network uses 223.255.255.255 as end address

    in bits thats 223.255.255.255 = 11011111.11111111.11111111.11111111
