1990 Honda CRX won't pass emissions, where to look?

My 1990 CRX DX, stock everything, fails emissions for too much NOX gas. I've replaced the O2 sensor, now need to know why it is still failing. Exhaust smell tells me it's running rich, and exhaust pipe has black soot on it. Haven't replaced anything else yet, so Cat, PCV, and any sensors are all stock. Need to know, could this be a bad sensor giving me too rich a mix and causing weird emissions? Could it be the Cat not filtering NOX out properly? Just need ideas on where to go next

By their advice, it looks like EGR related issues is where you should focus. I would also remind you to think simple and logic when troubleshooting...for example, if you think things point to running rich, make sure the engine is getting air through a clean filter, etc....sure you're already doing these things, just thought I'd drop the reminder to not over complicate things.
