High blood pressure before 20 weeks is typically considered to be chronic hypertension and not preeclampsia. Preeclampsia diagnoses are very rare before 20 weeks.
You should bring your blood pressure monitor to the doctor's office to see if you are getting the same results between the two.
Your doctor probably wants to get a baseline 24-hour protein so he knows if you normally spill protein and maybe have a higher threshold before pre-e is a concern. For example, I had severe preeclampsia in my first pregnancy and spilled 6 grams of protein in 24 hours. When I got pregnant with my second, my OB ran a baseline 24-hour test and it came back with only 10mg of protein - so when I started having higher amounts, it was indicative of a problem.
If you are on blood pressure pills, does that mean you had hypertension prior to pregnancy? If so, you have about a 25% chance of developing preeclampsia, so it's a good thing your doctor is being so thorough!

Everything will be fine it just means that they will have to watch you even more and there's a chance that you might have to be induced later on because of your blood pressure.
