Most big printing runs on yearbooks end up with a few books over because the printers generally use up whatever paper would have been allocated to a particular print job. At the school where I advised the yearbook, I sold these extra books when people hadn't ordered one in advance. I generally got anywhere from 15-30 additional books each year this way. Some schools even order extra copies of books just to have some on hand.

I think it's okay but what's your purpose? But you can't expect that you are included in the graduating class because you did not finish your high school with them. If you have joined the picture taking during March with those lower years, you will likely be included but not in the graduating class. And as far as I know, you can buy yearbook from any school.
