Simple. They aren't backed by a self-declared ENEMY of the U.S.
Since Democrats run NYC, ONLY such groups can build - or even REPAIR a building - in the area.

Muslim mosques...fast tracked by local planners
Christian churches... stalled 8 years by same planners.
I guess the Imam is more ... intimidating.
