You build a beehive similar to how you build anything else in farmville. First, buy the beehive from the market - buildings. Then place it on your farm. You will need friends and neighbors to send you boards, bricks, nails, beeswax and smokers. Once it is complete you need to find a queen bee (by harvesting flowers) or buy one. Then, you need friends so send you bees.

You build it by getting your friends to send you materials for it online. (boards, nails, bricks, etc.)
