is your phone connected to the existing wiring inside your home? or directly to the modem/phone adapter?
if it is connected directly into the modem/phone adapter and you have replaced the phone already, then it is a problem with the service or the modem/phone adapter, and you should call the cable company to come out and make the repairs, or swap out the equiptment...
if your phone service is connected to the existing inside wiring and jacks that are in your home, then you need to go to the NID and ensure that the telephone company wiring is disconnected... you also should check that there are no grounds or shorts on the inside wiring in your home... if this is too complicated for you, then i would just recommend connecting your phone directly to the phone adapter/modem....
