How can I improve my internet speed in college so I can have better quality skype video calls?

I go to a&m and im trying to video chat with my girlfriend on skype but the video is terrible quality. Skype says that i have terrible internet speed (which doesnt surprise me at all). Xbox live doesnt work either. Are there any settings i could tweak on my computer or anything to make the calls go through more clearly? Because i definately cant mess with the modem since im on my dorms internet.

    Yes force your college into getting fibers.

    Your best bet would be to move out into an apartment. Dorms have terrible internet as a whole because it's a shared connection and everyone's on it at once. You could change some of your settings, but it won't be enough to make a clear difference in your video quality.

    Perhaps it is also cause by your ISP try to contact your ISP and consult about it or just find another reliable and fast internet connection.
