if there is an indicator light on the touchpad, you probably double tapped near it and locked. double tap around it again and it should unlock

look along the F keys, is there a symbol that looks like a pointing finger over a square line image? if yes (mine is F7) then press the Fn button lower left of your keyboard and the correct F key and this will unlock your touch-pad. On some laptops there is a button either above or to the side of the touch-pad that usually lights up to signify the item is on (meaning the touch-pad is disabled) press and wait a few seconds and it should switch it on. If there are neither of these you have a further two options, go to Control Panel and look for the touch-pad options, you maybe able to switch it on from there. Lastly get into the BIOS (usually either F2 or Del at boot up) and look for the touch-pad / mouse /pointing device options in there, it may be switched off here, just enable it, save and restart.
