    You have overfilled the engine with oil. What is the betting this is a brand new mower?

    Make sure the oil is not over filled and that the oil breather is clean and working properly.

    Piston oil rings are worn out, need replacement, best over hull the engine

    Oil over filled or you need a valve job.

    all above are correct could also be broken scraper rings
