What could be done to determine which instrument is most accurate.

The density of water is documented at given temperatures to a very high degree of reliability. With this knowledge, an analytical balance and a thermometer, the mass each implement contains or displaces can be translated into a volume. Compare the measured volume to the written volume for accuracy.
As an aside, in order of decreasing accuracy they are: pipette, graduated cylinder then beaker.

Most accurate - Pippette
Accurate - Cylinder
Least Accurate - Beaker
You can try and acuuratley mesure the closest to a spicific amount of water. i.e 57 ml - 123 ml of water....Something really hard and accurate.
