Munstead lavender wont flower why?

I bought some Munstead lavender this spring, it was 4 to 6 inches tall. its about 6 to 10 inches tall. Lots of green leaves. I have it in a pot on my counter getting west sunlight through a open window. I water when the soil gets dry. I live in Edmonton, AB Canada so its not very humid here as I read that can cause problems. So any suggestions as to why this little cutie of a plant wont flower?

    Lavender is not a houseplant. It won't bloom inside. It needs 8 hours of full sun to bloom.

    Lavenders need full sun --outside-- to bloom. The plant will live inside, but you'd have to supplement with a grow light several hours a day to get blooms.

    full sun eight hours a day required for good results with Lavender.
