No they really can't have a brown-eyed child because blue eyes is a recessive trait, so you need only recessive alleles for those to be expressed. The child will probably have a mix of face shape including chin shape.

Two blue eyed people could not make a brown eyed child because blue eyes are the recessive trait. And in order to make any other eye color you would need a dominate trait but it isn't there in blue eyes. Two blue eyed people can only make blue eyed babies. And as for the chin thing..I'm not really sure, sorry.

Technically speaking the answer is no. However weird things happen that defy science. My paternal grandparents both have blue eyes. My father's 3 siblings all have blue eyes, however my father has dark brown eyes. And no, he's not the milkman's baby.... all four children look so similar it's scary! When in high school I always asked biology teachers, because it went against the eye color science they taught. The teachers always shrugged their shoulders and would say, sometimes weird things happen...
And as a side, I have dark green eyes and my husbands are hazel. We have one daughter with dark brown eyes, and the other with bright blue eyes. But they look so much alike in all other ways. Sometimes weird things happen...
Also, it got my interest so I looked it up online. I found an entry from a geneticist at Stanford, and the first paragraph says "The answer to all these questions is yes. They are exceptions to the rule but do happen often enough that we get these questions a lot." Take a look - I've included the link below. I hope it's helpful.

2 blue-eyed people can have a brown eyed baby, but the chances of it happening are probably like 1 in a million.
