But first you need to have several Drake scales for him to practice on...he will not make the Dragon armor until he can test his work on Drake scales..

Take your dragon scale that you get after you kill the dragon in the urn quest and bring it to waydes' shop in denerims market district. He makes armour for you out of the drake and dragon scales that you find and does it for free.
