Make a pile of vinegar solution with 1 part white vinegar to 1 part water. Dampen a mop and wipe the solution over the problem spots of the ceiling. Leave it to sit for about 15 minutes. Repeat this and wait for another 15 minutes. Scrub off the mildew with a mixture of Borax and white vinegar using a long brush. Repeat this until all the mildew are gone. Clean the previous mop and soak it with clean water to wipe off the dead mildew. Repeat this until all the dead mildew and the Borax mixture are cleaned. While waiting for the ceiling to dry completely, clean the mop thoroughly and then dampen it with undiluted white vinegar. Wipe it over the cleaned surface of the ceiling to disinfect and prevent future mildew buildup.
After the cleaning is done, you will need to find out the source of excessive moisture in your bathroom that leads to mildew buildup. Get the leakage fixed and regulate the humidity level by installing an exhaust fan to ventilate the air. Open all the doors and windows when the bathroom is not in use does help to promote better air circulation.

You can clean the ceiling with soap and water or bathroom cleaner made to fight mildew, but you need to find out why you have the mildew in the first place. Usually it is because the ceiling is getting damp. The first line of defense is an exhaust fan. Use it while taking a shower and for 10 minutes afterward. Make sure there isn't a leak making the ceiling damp. Is water splashing on the area? Is the paint in good condition? Note that if the mirror is fogging sometimes, then moisture is collecting on every surface in the area. If you can figure out how to keep the mirror from fogging, you are making progress on fighting the mildew.
