Besides the dryer i really don't know how to shrink them but i do know some tricks
folded and put safety pins on your pants so they wont be too long {hide the safety pins}
Shirts i guess you can grab the bottom of a shirt and tightened it until its how you wanted and with a rubber band or a hair clip tie a knot so it would stay like that

It depends on the type of fabric it is. Some fabrics are not going to shrink, others will just by looking at them. Most cottons will only shrink during the first couple of washes. Its usually more of the washing than the drying. Wash them in hot water, but be careful because colors will RUN!

You can't shrink clothes without dryer or sewing. Those are really your only 2 options.
Actually, drying clothes doesn't even shrink them much. Just sewing...so there's only 1 option.
Good luck.

Take the items to a tailor. Depending on how big the items are, you could layer your larger clothes over tights, tees, tanks, camisoles, etc. Whatever makes the fit better. Be sure to use belts or even pretty scarves to hold up your pants or cinch the waist of a baggy dress. Hope these tips can help you.

Wash them in boiling water then put them in the dryer in VERY VERY VERY hot, that should work
