Rwandan genocide help?

who was in control of the country when this happened?

    This depends on your definition of "control". At the eve of the genocide, Rwanda was at civil war cease-fire between two faction Rwanda Patriotic Front and Rwanda Armed Forces. Rwanda Armed Forces controlled plenty of the country but was fighting a losing war. The war did not last, therefore, not much has changed in terms of control before the genocide. You can read the book "Shaking Hands with the Devil: Failure of Humanity in Rwanda" or read about it in Wikipedia.
