    (3xy^2)^4 = 3^4x^(1*4)y^(2*4) = 81x^4y^8

    (-2a^2)^3 = (-2)^(1*3)a^(2*3) = (-2)^3a^6 = -8a^6

    (3xy^2)^4

    = 3^4 * x^4 * y^(2*4)

    = 81x^4y^8

    (-2a^2)^3

    = -8a^6

The lines stand for "absolute value" or "magnitude" (or size, etc). So if |m| = 9, m can be 9 (go nine units to the right along the number line from zero), or it can be -9 (go nine units to the left along the number line from zero). Either way, the point is nine units away from zero, just in different directions (+ or -). So |9| = |-9| = 9. In the co-ordinate plane, x increases to the right by convention (i.e. everybody has agreed on it). There's no good reason for this, it's just the way everybody decided to do things. In English, we read sentences left to right. In Arabic or Hebrew, the sentences go from right to left. In China, you start at the top of the page and go down.
