There are many telecommunications stores in Egypt, you can recognize em by the "Vodafone", "Mobinil" or "Etisalat" storefronts, you should ask your hotel or any English-speaking local on the streets for some guidance if you can't seem to spot them.

local charges are pretty cheap, yet they differ greatly from one operator to another. New offers are available practically everyday which is why you're better off asking the salesperson at the store about them, and they'll guide you to the cheapest ones.
