Rathi = a charioteer, skilled in controlling the chariot + the horse.
Ati= Extremely skilled.
Maha= Greatly skilled.
Rathi= Just a chariot driver.
Dasarath, in the Ramayana, was called so because he was skilled in charioting the horses in TEN different directions.... N,S, E, W, NE, NW, SE, SW, up, and down.
Krishna, Arjuna, Guru Drona, Bhishma, etc were called Atirathis, as they were not only excellent in driving the chariots but also skilled in warfare using Brahmastras, etc.
Young and green warriors like Drona's son Ashwatthama, and Arjuna's son, Abhimanyu (who could break into the chakra-vyuh, but not come out of it ) were called Maharathis.
Usual warriors who could handle horses / chariots were called Rathis.

The order of ranks is as follows
Ardharadhi<Radhi<Athiradhi<Maharadhi<Athimaharathi<Mahamaharadhi
1 Horsemen = 12 Infantrymen
1 Elephant = 12 Horsemen
1 Ardharadhi = 12 Horsemen
1 Radhi = 12 Ardharadhi
1 Athiradhi = 12 Radhi
1 Mahardhi = 12 Athiradhi
1 Athiradhi= 12 Maharadhi
In Mahabharata war there are no Athi-maharadhi.
Maharadhi in Mahabharath:
Bhima, Dhristadyumna, Arjuna, Bhishma, Drona, Karna, Ashwatthama, Kritavarma, Shalya, Duryodhana, Kripa
Only one person is known as Athi-Maharadhi Rava's son Indrajith (Ramayana)
There are no reference's of Maha-maharadhi. Siva & Vishu may be called so.

Mahamaharathi: A warrior capable of fighting 24 Atimaharathi warriors simultaneously. No warrior has attained this status, not least because there have never been 24 Athimaharathi warriors at the same time, but, warriors who can be called Mahamaharathis are Shiva, Vishnu and his incarnations, like Rama and Krishna, Shakti, Brahma, Skanda, Ganesha, Narsimha,Hanuman, Indra, Devas,andParshurama.
Atimaharathi: A warrior capable of fighting 12 Maharathi warriors simultaneously.Vali, Kartavirya Arjuna, Ravana, Kumbhakarna, Narakasuran, Jambavan, Bhisma, Karna, Arjuna, Dronacharya, Jarasandha, and Indrajit were Atimaharathis.
Maharathi: A warrior capable of fighting 60,000 warriors simultaneously; circumspect in his mastery of all forms of weapons and combat skills. Yudhistra, Bhim, Nakul, Sahadev, Abhimanyu, Kritavarma, Satyaki, Dhristadyumna, Shalya, Duryodhana, Kripacharya, Ashwathama, Sugreeva, Kamsa, Dushashana, Vikarna, Yuyutsu,and Banasur were Maharathis.
Atirathi: A warrior capable of contending with 10,000 warriors simultaneously. Drupada, Virata, Jayadratha, Shishupala, Angada, and Shakuni were Atirathis.
Rathi: a warrior capable of attacking 5,000 warriors simultaneously. Uttar, Shveta, Uluka, Bahalika, and Shikhandi were Rathis.

It signifies the skill of an archer just like the present day designations in Army.
A maha rathi is an Eaxpert (Ratham means chariot), the next level is Athi Rathi and the third level is Rathi. There were also regulations that a maha Rathi will fight single combat with another maha rathi at atime and so on.

Rahi means chariot rider.
These warriors had, over a period attained various powers and divine weapons through worship and guidance from their respective gurus.
Warriors with most deadly weapons like Brahm Astra were Ati ( extreme) rathis like Bhism, Krishna, Arjuna, Karn Dronacharya. Next two types were Maharathi and Rathi in decending order of powers.
