I think Paulie has the best answer. Another, using [x] as the "greatest integer less than or equal to x" operation:
[ (77-3)/3 ]
If you have a Unicode font (set your browser's character encoding to UTF-8, if needed), that's also written:
⌊ (77 - 3)/3 ⌋
This is also called the floor function, or the entier function ("entier" is French for "integer").

Do you need to use all four numbers? I can't figure it out, still trying... 7*3+3=24
