If someone answers without making any attempt to answer the question at least partially, that is a violation of the question and answer format and therefore an abuse of the community guidelines.
However, there is no requirement that users answer completely, correctly and to the questioner's complete satisfaction.

There are 2 possible violations.
If the answer is "worthless" to the Asker, it is a violation. That was from a Yahoo employee's blog. Usually you see this as a "Yes" answer to a question that does not want a "yes" or "no" answer.
If the answerer "does not attempt to answer the question being asked" , it is a violation.
"IDK" is a violation.
"Google it" is a violation.
