Any tips on building an Emulation Station from an ancient computer?

I have an old computer that I got for free. It's pretty worthless. Circa 95.

3.2 GB HDD

24 MB RAM

133Mhz Pentium

16x CD Drive

So. I wanna make this into an Emulation Station, I want as little of other things as possible. I want to put it on a old TV. Totally retro. How should I do this? Should I put some special linux on it or something? Never done this before.

Update:

I want to like make it so you can't do anything except run the emulator and access the drives.

    It probably won't run X, so you're limited to a command line version of Linux. It might run Windows 95. It will definitely run DOS 6.22 or earlier, and even Windows 3.1.
