Article 2 Section 3 Clause 1 Constitution question?

All it says is "He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient"

It does not actually say anything about giving a speech.

So does the President have to give a speech or could he just give it to congress in writing or somthing?

    Some Presidents a long time ago did it in writing, but in modern times it's traditionally been done in person. Congress doesn't care, it's mainly an address to the American people, the white house can release statements and press releases all day but a speech has more impact.

    I'd just stick with the words themselves. As you said, changing the word would change the meaning - and that's something you definitely want to avoid. Sorry about that.
