The earliest I was able to find was the state of New Jersey which enacted their law on March 1, 2008.
Since then, the following states have enacted similar laws: Alaska, Arkansas, California , Colorado, Connecticut, Delaware, DC, Illinois, Indiana, Kansas, Louisiana, Maine, Maryland, Minnesota, Mississippi, Missouri, Nebraska, New Hampshire, New Jersey, New York, North Carolina, Oregon, Rhode Island, Tennessee, Texas, Utah, Virginia, Washington, West Virginia, and Wisconsin.
