Why can't there be a telephone internet (see details)?

We pay the same whether we access an internet site on a server next door or on a server half a world away because we only pay the charges to connect to the nearest backbone. Why can't the same thing be done for telecommunications networks? i.e. a call to anywhere on earth should cost the same as you only pay the cost of connecting to the nearest exchange?

Update:

I've heard of Skype, but I'm referring specifically to landline 2 landline calls.

    I believe that is how these VOIP companies actually work. You talk to them free, then they "forward" to servers that are local to the customer.

    If we all used tcp/ip networking phones, sure a system can be devised that is totally free (except the cost to host the voip exchange, because that would still be needed.

    But in order to contact a non VOIP user, these companies must deploy infrastructure to the localities they want to server, in order to cut cost. That costs money.

    I am sure I am forgetting some tax costs in here somewhere.

    Skype to skype is actually free. I often call my brother, who now lives in South Africa, from here in the UK for nothing!
