Do local authorities have budgets for the things for which they are responsible?

When I was in local government, we used to have various budgets which could be spent only in the year for which the money was intended. Any monies not spent could not be carried over into the following year. Hence, there was often money looking for some excuse to be spent before the year-end. Newspaper reports which portray councils wasting money would seem to suggest that this outdated practice is still rife and perhaps applicable to many government offices and departments.

How about Defence, Education and the NHS?

    If you look at your Council Tax bill, most authorities show in that what the budgets are and how they've been spent. They usually do this when they send out the new bills for each year.

    Government departments also have budgets that they're supposed to stick to.
