I know that it is saying that the GOP is not really making any sense in it's recent pledge, just trying to warm up to the voters for November... But that's about it.

The person with Boehner looks like Representative Cantor, the Republican Whip in the House (essentially Boehner's number two).
As far as what it means, it is suggesting that the Republicans proposal is contradictory. For example on budget deficits, the pledge is to cut deficits, but the only budget proposals that are specific are for new tax cuts which, of course, will just add to the deficit problems.
