What's the best smartphone without a contract?

The quality of the phone has nothing to do with whether or not there's a contract involved. You can get the phone two ways: pay full price or get it discounted with a multi-year agreement. Just because a phone has no contract doesn't mean it's any better or worse than any other phone.

You're also not going to get much of a current smartphone for $250-290, unless it's a late model or lacking in certain features.
