No one. all the four appeared in different ages of history and their activities were in different historical perspective. During their regime no one of the four succeeded in ultimate terms, ultimately they fell down after conquering small part of the world though they dream so. History doesn't allow a dictator for ever.

I'd probably place my money on Genghis Khan. You really can't beat his combination of military knowledge and war policy of pillage, plunder, kill all, and then burn.

Hitler....noone can compete with the German army if they got a little stronger. Germans are the best.
