Short Answer: The US was founded as a confederacy.

Long Answer: The United States government was a confederacy in 1777, which was shortly after the declaration of independence. The loose confederacy, as the new government soon found out, simply put, did not work well, and the problems this caused were taken into consideration during the writing of the Constitution. The US Constitution was completed and ratified in 1788, and it came into force in 1789; it made the US a republic.

A confederacy. The United States of America was originally a confederacy made up of the thirteen original colonies and they were joined together under the Articles of Confederation. The Articles of Confederation were not strong enough to hold the colonies together though, and tension and hostilities brewed. In fact, Pennsylvania and Virgina almost went to war with each other over a boarder dispute. When it was clear that the Articles of Confederation were not working out, the founding fathers met in Philadelphia and basically committed high treason by ousting the Articles of Confederation and transforming the United States into a Constitutional Republic under the United States Constitution.
