no, there are no barriers at charing cross at all, there are also never any inspectors. at this station, there is however a ticket office and there is always someone in there but they dont come out and check tickets, i dont know whats davids talking about as you can board a train even if the station ticket office is ope it just means the ticket will be a bit expensive if you buy it from the train conductor, if you want a cheaper ticket to the same place then get it at the station.
