Is it bad to use a vegetable steamer/rice cooker in your bedroom?
I rent a room in a house with my landlord and another college student. I cook rice on the stovetop but I prefer using the rice cooker/steamer to steam my veggies on top of my computer desk.
Is that okay safe-wise? I do this so I can monitor everything while I study.

Safety wise - it is not OK.
Using cooking appliances outside of the kitchen is a leading cause of electrical fires. The wiring to your kitchen uses heavier gauge wires and circuit breakers designed to take the higher wattage used over a long period of time that cooking appliances need.
In rental terms this can also be called "misusing the premises" and can void your renters insurance and make you liable in a fire.
The cooking appliances are safe to use - in the kitchen - and not in other parts of the home.

For cryin' out loud Jonah - it's a rice cooker and not an industrial fryer! It uses as much wattage as a hair dryer and no - my kitchen doesn't have 'special' outlets for appliances using certain wattage's so I don't know what you are talking about.
Unless you live in a place with 3rd world wiring then it's fine, especially if you are right there monitoring it.
For how long have hot plates been used in dorms or grilled cheese made with irons?

It should be fine. Just make sure there's plenty of room all around it. Nothing touching it. I use mine on the kitchen table most time. I get more counter room that way.

It's still a tabletop so yeah it's fine. Bonus for being in close proximity to clear the sinuses and pores =)
