    go to the nearest DMV where you live right now >California<

    and apply for a new ID, explain and fill out the form which are at the DMV

    pay your fee and in 2 weeks you'll get your new ID in the mail!

    I can't really answer your question, but, I'm from CT and I have to say, good call on leaving. I plan to do the same. It's a nice state, but I don't plan on staying. Sorry for not being able to answer your question, though.
