I apologize, I answered your question but I answered it wrong, and I just re-read the question! So, now I am editing my answer! LOL!
Anyways... try The Deptford Histories and the Deptford Mice Trilogy by Robin Jarvis. Although I have only read one of the books (The Alchemist's Cat), I read bits and pieces of the Oaken Throne and it is about rats with human qualities.
You may also want to try Redwall, I've never read them, but they seem like something you may like.
